Mistake Saves Pagano

Luca Pagano had opened preflop before a reraise came in middle position to 5,700. Thomas Gill then pushed from the button but neither Pagano or the dealer had seen the shove and Pagano put out the call to 5,700.
The floor was called and a ruling was made that Pagano could either fold or call the shove.
"Can I raise?" asked Pagano.
"I'm afraid not, it would be a string raise," was the reply.
Pagano laughed as he thought, "This is so weird..." The Italian sighed then folded. The third player quickly folded as well and Gill showed 
. "I had queens," said Pagano, perhaps thinking the action had saved him some money.
